The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This is a public notice announcement; under this recruitment procedure, each location/installation identified in this public notice will make selections for vacancies as they occur. Vacancies from this announcement may be filled at the following grade levels: GS-09, GS-11, GS-12, GS-13. This announcement may be used to fill positions in other equivalent pay systems (i.e. NH, NJ, NK).
Positions may be filled as permanent or term with a full-time or part-time work schedule.
Pay will vary by geographic location.

Applicants must have successfully competed a bachelor's or higher in architecture; or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems ORmust have successfully completed a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both of theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (I)* Related curriculum:* Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in response A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. (II)Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture ORmust have successfully completed a 5-year program of study of at least 160 semester hours leading to a Bachelor of Architecture or higher degree in an accredited college or university OR must have successfully completed a Bachelor's degree in Architecture; and I possess technician experience at the GS-05 grade level or equivalent that may be credited on a month-for-month basis up to a maximum of 12 months.*
In addition to the basic requirement above, your resume must demonstrate the Minimum Requirement for the grade level listed below:
Must have at least one year of specialized experience equivalent to the GS-07 grade level or pay band in Federal Service or equivalent experience in the private or public sector that demonstrates professional knowledge of architecture, application of architectural principles to resolve architectural problems, and continuing development of professional knowledge and abilities. Specialized experience includes researching, interpreting, and carrying out architectural assignments ORmust have two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. My education demonstrates the knowledge, skills, and abilities necessary to do the work of the position ORmusthave a combination of experience as described A and education as described in B that equates to one year of experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Percentage of the required education plus my percentage of the required experience equal 100 percent.
Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level or pay band in Federal Service or equivalent experience in the private or public sector that demonstrates professional knowledge of architecture, application of architectural principles to resolve architectural problems, and continuing development of professional knowledge and abilities. Specialized experience includes the following duties: 1) researching, interpreting, and carrying out architectural assignments; AND 2) providing technical input on the planning, design, construction, testing, or maintenance of projects OR must have three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. My education demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR must have a combination of experience as described A and education as described in B that equates to one year of experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Percentage of the required education plus my percentage of the required experience equal 100 percent.
Applicants must also possess at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: performing the following duties: 1) researching, interpreting, and carrying out architectural assignments; 2) providing technical input on the planning, design, construction, testing, or maintenance of projects; AND 3) collecting and analyzing architectural data to solve problems, develop reports, and provide recommendations?

Positions filled from this announcement may or may not be supervisory. Positions that are supervisory/managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.
