THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This is a public notice announcement; under this recruitment procedure, each location/installation identified in this public notice will make selections for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. Please read this Public Notice in its entirety prior to submitting your application for consideration. Multiple Positions may be filled through this announcement throughout the open period.

Vacancies from this announcement may be filled at the following grade levels: GS-14, GS-15. This announcement may be used to fill positions in other equivalent pay systems (i.e. NH, NJ, NK).

Positions may be filled as permanent or term with a full-time or part-time work schedule.

Pay will vary by geographic location.

REQUIREMENTS:

All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.

Selectee is required to participate in the Department of Defense direct deposit of pay program.

Positions filled from this announcement may or may not be supervisory. Positions that are supervisory/managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Successful completion of a pre-employment drug test may be required. If so, a tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for this Career Field and be certified at Level II or Level III at the time of application. Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements:

Applicants must have a bachelor's or higher in architecture; OR a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems ORmust have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both of theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My percentage of the required education plus my percentage of the required experience equal 100 percent. The adequacy of such background must be demonstrated by at least one of the following: (I)* Related curriculum:* Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in response A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. (II) Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

In addition to the basic requirement above, your resume must demonstrate the Minimum Requirement for the grade level listed below:

GS-14 Requirements:

Applicants must also possess at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: 1) researching, interpreting, and overseeing architectural assignments; 2) providing technical oversight on the planning, design, construction, testing, or maintenance of projects; 3) collecting and analyzing architectural data to solve problems, develop reports, and provide recommendations; AND 4) prepare, present, and evaluate plans, designs, reports, and correspondence

GS-15 Requirements:

Applicants must also possess at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: 1) researching, interpreting, and overseeing architectural assignments; 2) providing technical oversight on the planning, design, construction, testing, or maintenance of projects; 3) Analyzing architectural data to solve problems, develop reports, and make recommendations; AND 4) prepare, present, and evaluate plans, designs, reports, and correspondence.
